The April 3rd Proclamation Rally II is being timed to coincide with the AR Special Legislative Session. Background:  In June of 2015¸ the Arkansas State NAACP initiated a conversation with Governor Asa Hutchinson and his regarding the separation of Dr. Martin Luther King, Jr. Holiday that is celebrated on the same day as that of the Robert E.
